Introduction


The city of Bhubaneswar has been selected to be developed into a smart city under the first phase of the Smart Cities Mission launched by the MoUD. The Client – Bhubaneswar Smart City Limited (BSCL) is the special purpose vehicle incorporated to implement the Smart Cities Mission in Bhubaneswar in accordance with the Smart City proposals. The Smart City Proposals include the application of certain pan-city smart solutions, which involve the use of technology, information and data to improve infrastructure and services within the city of Bhubaneswar.

Major Milestone
  • 21st Dec 2016 – LOA for Supply, Installation, Commissioning & Maintenance of Adaptive Traffic Signal Control System by Bhubaneswar Smart City Limite
  • 22nd June 2017 – Inauguration of 3 Pilot Phase junctions by honorable Chief Minister of Odisha – Mr. Naveen Patnaik.
  • 3rd July 2018 – Commissioning of 50 Traffic Signal Intersections, 8 Pelicon Junctions, 5 Road warning Blinkers & Operationalization of Command Control
  • 9th July 2018 – Inauguration of City-wide Adaptive Traffic Signal Control System(ATCS) and Bhubaneswar Operations Center(BOC) by honorable Chief Minis
  • 4th July 2019 - Completion of 1 year of Defect liability period and commencement of Operations & Maintenance(O&M) for 7 years.

CoSiCoSt – COMPOSITE SIGNAL CONTROL STRATEGY SOFTWARE

CoSiCoSt is an Adaptive Traffic Control System (ATCS) developed by Centre for Development of Advanced Computing (CDAC)

  • Adaptive Traffic Control Systems respond to changes in traffic patterns in real-time

  • Continuously detect vehicular traffic volume, compute "optimal" signal timings based on this detected volume and simultaneously implement them at the traffic junction

  • Results in reduced delays, shorter queues and decreased travel times

The major benefits of CoSiCoSt based ATCS System are -

    Reduction in Signal Cycle Time – from 180 seconds to 120 seconds average
    Improvement in Vehicle Speed – about 10% increase in traffic speed
    Reduction of stoppage delay on the network – about 17%
    Energy savings – 100%, as the entire system is solar based.
